The Sacramento I-5 Corridor Enhancement Project was a large-scale infrastructure project in Sacramento County focused on rehabilitating 67 lane miles of pavement, adding new carpool lanes, and completing extensive shoulder reconstruction. The project also included replacing 500 individual PCCP slabs, building sound walls, improving drainage systems, and installing ADA-compliant concrete ramps. Covering 15 miles of I-5, the project significantly improved the safety and capacity of one of the region's busiest highways.
The project team faced multiple challenges, including managing the rehabilitation of a major interstate corridor while minimizing disruptions to traffic and local communities. One of the most significant challenges was the replacement of PJCP panels at roadway transitions. The team developed and implemented a $19 million VECP that replaced these panels with Long-Life HMA Concrete, which extended pavement life and reduced maintenance costs.
In addition, by reinvesting the savings from this VECP, the project expanded to include four additional miles of HOV lanes. To minimize congestion, nearly all work was completed at night, and daily coordination meetings were held to review traffic impacts and lane closures. This helped reduce disruptions and ensure seamless progress on the project.
Through monthly partnering sessions, the project team was able to foster open and honest communication, which contributed to the success of the project. The team completed the project on time, despite its large scope, by addressing challenges early and incorporating innovative solutions like the VECP. Their approach resulted in significant cost savings and allowed for additional scope to be completed, benefiting both the project and the surrounding communities.
